Matching Decisions Group IDs to External DB PK

I'm needing to match Decisions group IDs to an external DB table's primary key. However, from my understanding groups cannot be pushed from dev to prod, so a new group ID in prod will have a different ID; it seems impossible to match the external DB table's primary key with both production and development environments.
Any insight into this? The other solution would be to manually change the group/account IDs in Decisions through a query, but I'm unsure of other ramifications this may cause.
