We cannot run something that is built on decisions without the decisions platform.

If you are looking using Decisions as just a back end, you can reference documentation: https://documentation.decisions.com/v7/docs/external-ui-integration. You will still need to build and use Decisions on the back end, but can reference your flows/forms/rules through an API call.
