Permissions When Importing Data From CSV

Hi! I'm currently administrating a Decisions server and I need to allow one of my users to Import Data From CSV to a Datastructure.
I've already given him all permissions available to the account to use on the Datastructure's folder but the option to Import Data From CSV still doesn't appear.
How can I achieve this?
