I would like to customize a case entity's page but I am having trouble figuring this out. I notice for flow execution extensions, the Setup Process Folder step can set custom pages but that is not true for cases.

Yes, you can set a custom case page you just get there differently than a Flow Execution Extension.
Navigate to your Case Entity's Configuration Folder and open the Case Editor page. At the top right of the page, go to All (to the left of the pin icon) > Create Page and then either Add an Existing Page or create a new one via the Create Page/Dashboard action. Once created and setup, every case created will now use that custom page you've included under its own tab. I have included a screenshot guide of where to access this.
