Quick question, but if I am understanding Decisions correctly, stopping/resetting ISS admin services would also stop/restart my Decisions local instance correct?

Yes, that's correct. Stopping or restarting your ISS through, assuming you're on a Windows, entering iisreset /stop and iireset /start into the CMD will affect your Decisions due to port availability. If those commands are not working, ensure you are running your CMD as an Administrator.
